| Position summary: |
The human resource officer for Texarkana College reports to the Vice President of Administrative Services and is a full time position. This position provides leadership to foster a professional workplace environment overseeing all employee relations including recruitment, selection, retention, legal compliance, training, orientation, benefits, policies and procedures, salary administration, events and communication.
Duties and responsibilities include but not limited to:
- Implement policies and procedures for all staff and faculty that are compliant with federal, state and local laws related to employment.
- Coordinate and enforce the employee handbook.
- Maintain management of records for the development of the affirmative action plan.
- Prepare responses and coordinate unemployment hearings and grievances of employees.
- Be the initial contact for all EEO claims.
- Oversee recruitment efforts for all faculty and staff positions.
- Evaluate job audits and recommendations for salary grade, reclassifications, and internal assignments.
- Develop human resource policies, services, and programs.
- Oversee annual human resource budget.
- Implement personnel records, record keeping on all employees, maintain data with regard to employee evaluations, transfers, promotions, and separations.
- Conduct exit interviews.
- Oversee Texarkana college's benefit programs including: retirement plans, health insurance, life, disability, dental, vision, and medical, including any supplemental insurance.
- Conduct annual faculty and staff continuing education and in service.
- Be current with all higher education human resource and employment laws.
- Serve as the Texarkana College Harassment Officer.
- Direct any other duty assigned by VP of Administrative Services or President.

| Position Summary: |
This position will be responsible for the implementation and control of Texarkana College's fundraising, alumni relations, and public relations. This position will include the development of an effective marketing approach to position the College locally and regionally. This also includes overseeing the marketing, design and content of the College's internal and external websites and directing the media relations program. This position will also work closely with the college foundation board to promote fundraising efforts through coordination of community events.
Duties and responsibilities include but not limited to:
- Act as Texarkana College's official spokesperson with all media.
- Manage media placement for College .
- Initiate contact and maintain relationships with constituencies to promote and support the College and the President.
- Generate ongoing stream of information to media and other constituencies to promote a professional image of Texarkana College and to maintain a high degree of public awareness.
- Develop, maintain and monitor budget for PR/Marketing department .
- Provide leadership to the marketing and communications teams in the development and implementation of a branding campaign and marketing plan.
- Supervise staff in marketing, communications, and special events.
- Direct strategic communications for Texarkana College .
- Develop and implement assessment strategies and processes to track effectiveness of all public relations, marketing, communications, and event planning functions.
- Plan and organize signature events to publicize the College's support of and service to the community.
- Procure funds for Texarkana College Foundation Board
- Administer scholarships through the foundation office.
